ELCAS
The MOD's Enhanced Learning Credits Administration Service (ELCAS) Scheme promotes lifelong learning amongst Armed Forces members. The scheme provides financial support in a maximum of three separate financial years, enabling higher level learning of a nationally recognised qualification at Level 3 or above (or approved international equivalent) with an approved Learning Provider.

Envisage is an approved ELCAS training provider, so can formally offer courses which are supported by the scheme. We have gone through a robust registration process through the MOD and are proud to have become part of this prestigious group.
ELCAS Explained
- Eligibility: To use the ELCAS system, individuals must be current or ex-serving members of the Armed Forces (Army, Navy, or Air Force) who have completed a specified amount of eligible service. The eligibility criteria may vary, and individuals should check the specific requirements on the ELCAS website or contact ELCAS directly.
- Choosing a Course: Ex-service personnel interested in further education or training can explore the list of approved courses and training providers on the ELCAS website. These courses can range from higher education degrees to vocational training programs. Envisage are one of the approved training providers, so you're in the right place.
- Application Process: Once a suitable course is identified, you apply for funding through the ELCAS system. The application process involves completing an ELCAS Claim Form, available on the ELCAS website. The form requires details about the chosen course and training provider. Please see the process below.
- Approval and Confirmation: After submitting the application, ELCAS reviews the information provided. If the course and training provider meet the eligibility criteria, ELCAS will approve the application. The individual receives a Certificate of Eligibility, confirming the approved funding for the specified course.
- Funding Allocation: Ex-service personnel are eligible for a limited number of financial claims through the ELCAS scheme. The funding is typically allocated in tiers, with different levels of financial support for each claim. The individual can use this funding towards tuition fees and other associated costs.
- Commencing the Course: With the Certificate of Eligibility in hand, individuals can enrol in the approved course or training program. It's essential to keep the ELCAS administration informed about any changes to the chosen course or provider.
- Claiming Funding: After completing each stage of the course, you can submit a claim for funding. This involves providing evidence of attendance and completion of ELCAS. The funding is then released to the individual or directly to the training provider, depending on the arrangement.
- Post-Service Deadline: There is a time limit for ex-service personnel to use their ELCAS entitlement after leaving the Armed Forces. Individuals are encouraged to make use of the credits within a set period, typically ten years after leaving the service.
ELCAS will support up to 80% of the cost of any qualifications of level 3 and above from approved training pvoiders.
Booking Process
- Book the course: Please book your course with us, using the payment method 'ELCAS' this will clear the cost for the course so the website won't charge you. This secures your place on the course and lets us know your intention to use ELCAS credits which then allows us to progress with the process of paying using an ELCAS application.

Follow the ELCAS Process: There are several stages to the ELC process. Full information is set out in Joint Service Publication (JSP) 822.
- You must be a registered Scheme Member and have accrued sufficient service before submitting an online claim.
- If you are still serving speak to your Education Staff, or, for Service Leavers contact your SSR. Appropriate checks can then be done to issue your account.
- Once you have an account, search for an approved provider and course, then simply log in and submit your claim.
- Finally you must complete your Course Evaluation when requested, further claims cannot be processed until you previous course evaluation has been completed.
