ELCAS

The Enhanced Learning Credits Administration Service (ELCAS) scheme, run by the Ministry of Defence, supports serving and ex-Service personnel with funding towards higher-level learning and nationally recognised qualifications at Level 3 and above.

Envisage is an approved ELCAS training provider, meaning eligible learners can use their ELCAS credits towards our courses.

How ELCAS works

1. Check your eligibility

ELCAS is available to current or ex-Service personnel (Army, Royal Navy or Royal Air Force) who meet the required length of service. Full eligibility details can be found on the official ELCAS website.

2. Choose your course

Browse approved courses and providers, including Envisage, and select the training that suits your goals.

3. Apply for funding

Submit your application through the ELCAS system using the official claim form. You’ll need details of your chosen course and provider.

4. Receive approval

If approved, you’ll be issued a Certificate of Eligibility, confirming your funding entitlement.

5. Start your training

Once you have your certificate, you can enrol on your course. We’ll work with you to ensure everything is in place.

6. Claim your funding

Funding is released in line with ELCAS rules, either directly to Envisage or to you depending on the arrangement. You’ll need to provide evidence of attendance and progress.

Important information

  • ELCAS funding is limited to a set number of claims over your lifetime (typically up to three financial years of support).
  • There is usually a time limit after leaving service (often up to 10 years) to use your entitlement.
  • You must keep ELCAS and Envisage informed of any changes to your course or circumstances.

ELCAS will support up to 80% of the cost of any qualifications at Level 3 and above from approved training providers.

Booking Process

1. Book your course

When booking online, select ‘ELCAS’ as your payment method. This secures your place on the course without taking payment and lets us know you intend to use ELCAS funding.

We will then guide you through the next steps of the funding process.

2. Register for ELCAS

Before you can apply for funding, you must be a registered ELCAS Scheme member and meet the eligibility requirements. Full details are available via JSP 822 or your chain of command/education staff.

  • Serving personnel: contact your Education Staff
  • Service leavers: contact your Service Resettlement Staff (SRS)

They will confirm your eligibility and help you access your ELCAS account.

3. Submit your claim

Once registered, log in to the ELCAS system, find your chosen course and provider, and submit your funding claim.

4. Approval and funding

If your claim is approved, ELCAS will issue a Certificate of Eligibility and confirm your funding.

5. Complete your course evaluation

At the end of your course, you must complete the required ELCAS evaluation. Future claims cannot be processed until this has been completed.
